京津冀林业生态工程为该区域的发展提供了重要的生态保障。文章以京津风沙源治理工程为例,利用5个省的面板数据分析了该工程投入与造林面积、造林方式与造林投入的弹性,分析了造林对林业生态工程管理的影响。实证分析结果表明,内蒙古自治区和河北省具有较大的造林投入产出弹性,具有规模优势;工程的建设应采用更灵活的造林方式以降低投入;工程造林中防护林较高的比例不利于林业生态工程的管理和调动林农的积极性。因此,京津冀林业生态工程建设要统筹安排使用资金,发挥区域的规模优势,根据区域特点采用机械造林的方式以降低投入,通过分类经营实现林业生态工程生态效益与经济效益的有机统一。
Beijing, Tianjin and Hebei forestry ecological projects for the development of the region provides an important ecological security. Taking the Beijing-Tianjin sandstorm source management project as an example, this paper analyzes the project’s input and afforestation area, afforestation methods and the flexibility of afforestation inputs using the panel data of five provinces, and analyzes the impact of afforestation on the management of forestry ecological engineering. The results of empirical analysis show that Inner Mongolia Autonomous Region and Hebei Province have greater input-output elasticity of afforestation, which has the advantage of scale. Construction of the project should adopt a more flexible afforestation approach to reduce input; the higher proportion of shelterbelts in afforestation projects is not conducive to forestry ecology Project management and mobilization of forest farmers enthusiasm. Therefore, the construction of forestry eco-engineering in Beijing, Tianjin and Jihai should make overall arrangements for the use of funds, give play to the scale advantages of the region, adopt the method of mechanical afforestation according to the regional characteristics so as to reduce input and realize the organic unification of ecological and economic benefits of forestry eco-engineering through classified management.
