近几年来,随着大中专毕业生分配制度的改革,向乡镇倾斜已成惯例。每年都要有一大批青年学生走向乡镇工作的第一线。但一些地方由于用人不当等诸多方面的原因,使得这些“新鲜血液”变成了“淤血”、“死血”。笔者对1991年、1992年分配到河南省永城县24个乡镇中的59名大中专毕业生进行了采访和调查,发现了以下三个方面的问题。其一,某些乡镇领导不重视,不能给这些毕业生提供一个施展才能的机会。有些乡镇领导认为乡镇干部根本不需要受高等教育,看不
In recent years, with the reform of the distribution system of college graduates, it has become a common practice to tilt the township. Every year, a large number of young students should go to the front line of township work. However, in some places, “fresh blood” has become “congestion” or “dead blood” due to many reasons such as improper employment. The author conducted interviews and surveys on 59 college graduates assigned to 24 townships and towns in Yongcheng County, Henan Province in 1991 and 1992 and found the following three issues.
