跨太平洋伙伴关系协定(TPP)和跨大西洋贸易与投资伙伴协定(TTIP)是由发达国家主导的经贸协定。这两个协定试图绕过WTO框架,开启以成熟市场经济价值观为特征的“下一代贸易与投资”时代,将对现行全球贸易与投资格局产生重大影响,并构成我国实现两个百年规划和实现和平发展无法绕过的“路障”。通过探讨TPP与TTIP的前世今生,研究上述协定对国际贸易与投资格局的影响,研判后者对我国可能产生的影响,进而可能提出应对上述世界经济发展新常态的战略与对策。
The Trans-Pacific Partnership (TPP) and the Transatlantic Trade and Investment Partnership (TTIP) are developed economy-led economic and trade agreements. The two agreements, which attempt to bypass the WTO framework and open an era of “next generation trade and investment” characterized by mature market economic values, will have a significant impact on the current pattern of global trade and investment and constitute the two centuries-long plan for our country And “roadblocks” that can not be circumvented by realizing peaceful development. Through the discussion of the past and present of TPP and TTIP, this paper studies the impact of the above agreements on the pattern of international trade and investment, and judges the possible impact of the latter on our country and may then put forward strategies and countermeasures to cope with the new normal of world economic development.
