《标准化法》规定:“标准化工作的任务是制定标准、组织实施标准和对标准的实施进行监督”。企业的标准化工作就是使标准得到贯彻进而转化成经济效果和社会效果的活动。一项标准的效果完全取决于标准的实施程度。然而企业的现实是:标准实施主体的实施行为并非完全主动。这就客观地决定了企业标准主管部门在对标准的实施进行监督时,必须根据标准实施主体对标准的实施程度,进行经济性地考核。以下,笔者结合本厂实践,从企业标准综合考核模型选择的理由、结构及应用等方面,给予详细的阐述。
The “Standardization Law” stipulates: “The task of standardization is to formulate standards, organize the implementation of standards, and supervise the implementation of standards.” The standardization work of an enterprise is an activity that enables the standard to be implemented and then transformed into economic and social effects. The effect of a standard depends entirely on the degree of implementation of the standard. However, the reality of the enterprise is that the implementation of the standard implementation entity is not completely active. This objectively determines that, when supervising the implementation of the standards, the competent department of enterprise standards must carry out an economic assessment based on the degree of implementation of the standard by the standard implementation entity. In the following, the author gives detailed explanations on the reasons, structure, and applications of the selection of the enterprise standard comprehensive assessment model based on the practice of the factory.
