11月25日，农业部在北京召开耕地轮作休耕制度试点推进落实会强调，耕地轮作休耕涉及种植模式、组织方式的转变，也涉及农民的利益和生态保护，要努力在完善政策框架上下功夫，逐步实行区域上动态调整、补助标准上分类施策、试点性质上严格掌控，让农民不吃亏，主动轮愿意休。
