由于我国地质工作在以往的发展中,因种种原因未能很好地注意队伍整体结构的配置与平衡,至使地质队伍的结构在诸多方面配置不尽合理。其中较为突出的是队伍中科技人才在数量和素质结构方面存在的结构性断缺,本文将围绕这一方面进行讨论。 一、科技人才的数量断缺 据统计,至1989年末,我国计有112万地质职工,其中科技人员仅占职工总数的15%,其比例仅为世界发达国家的1/3~1/4,是一支结构功能偏低的劳动密集型队伍。
