档案向社会开放后,在审查开放档案范围时,我们遇到这样一个情况,即在同一案卷中,既有应该开放的档案,又有必须控制使用的档案。这种应开放档案和不应开放档案的交叉问题,直接关系到开放利用和保密问题。怎样解决这一矛盾呢?我们除采用立小卷的办法外,为使在开放档案的同时又确保不失密的原则下通过“革新”,研制了“开放档案阅览夹”较好地解决了开放与控制交叉的问题,避免了重新拆卷、装订的麻烦,较好地保护了档案。塑料档案阅览夹打开后宽480毫米,高340毫米、案卷内侧两头,各有一个30毫米的钼制“凹”型卡,固定在阅览夹的内侧,钼制“凹”墅卡中间有一个双头螺钉旋孔,起销栓加锁作用。阅览夹内有3～4个双层一边开口的塑料软页,可把所控制的文件页数装入此袋内,露出开放文件以供查阅。经试用后证明,用这种夹子确实可以解决开放工作中的上述矛盾,收
