The new type of rural cooperative medical care that has been piloted in the country since 2003 and promoted year by year is a major social policy that benefits farmers. It is the first time in China’s history that the government’s finances directly subsidize farmers’ medical payment. It is an important manifestation of the central government’s concept of “governing for the people”.
