面对作业量加大和井下作业成本提高的不利形势,孤东采油厂以井下作业项目组为依托,精细井下作业生产运行,加强日常躺井控制,加大措施方案审核把关力度,狠抓施工现场监督,建立井下作业成本预警管理办法,严把结算审核关,严格井下作业成本的考核与分析,依托八项“环节”治理,逐步提高了井下作业成本控制的效果。
