考评是组织管理的基本手段。目前我国体制内考评存在项目多、内容繁、形式主义等问题,成为深化体制改革与推进国家治理体系现代化的障碍。剖析新世纪以来地方考评“清理-膨胀-再清理-再膨胀”现象,成因在于考评组织权实际上分置于不同的党政部门,成为部门的一项重要权力,或将考评视为逃避责任的手段。针对基层公务员的调查表明:优化考评体系是简政放权、减轻基层负担的重要诉求,基本途径在于统一考评组织权,推进考评实施权的多元化和考评体系法制化。
Assessment is the basic means of organization and management. At present, there are many items such as many projects, complicated contents and formalism in the evaluation of the system in our country, thus becoming the obstacle to deepening the system reform and promoting the modernization of the state governing system. The investigation of grass-roots civil servants shows that optimizing the evaluation system is an important appeals for decentralization and alleviating the burdens of grassroots. The basic approach lies in the unified assessment of the right to organize, the diversification of the right to appraisal and the legalization of the evaluation system.
