农村基层党组织是党与农村间联系的最直接的组织,它在不同的历史阶段有不同的角色定位。在当前新的历史时期,适应新任务的要求,农村基层党组织必须尽快实现由传统的“执政者”和“管理者”向“引导者”和“服务者”角色定位的转变,为此,需要以转变观念为先导、以班子建设为关键、以制度建设为根本、以提高致富能力为重点,加强农村基层党组织建设。
