始于上世纪九十年代中期的推行国家公务员制度入轨工作,一项重大的贡献就是在 选人用人中引入了竞争机制。然而十余年来,这一机制一直只运行在党政机关,而作为社 会重要组成部分的事业单位,长期以来大都仍沿袭着传统的用人制度,邓小平同志说:“选 人要选好,要选贤任能。”在事业单位用人制度中引人竞争机制,实行竞争上岗,正是选贤 任能这一思想精髓的具体体现,是选贤任能的一场革命。
