乡镇政府是建设社会主义新农村的重要组织力量。随着党和国家建设新农村的高要求下,根据农村发展的需要,以前乡镇政府旧有的运行机制、工作方式管理体制等方式已经制约了农村经济的发展。转变乡镇政府职能,要求裁减机构和冗员,改革不合理的财政体制,明确划分各级政府职能,提高乡镇政府干部的素质。
Township government is an important organizational force for building a new socialist countryside. With the high demands of the party and the state in building a new countryside, the rural economic development has been constrained by the old operating mechanism of the township government and the management system of working methods according to the needs of rural development. Transforming the functions of township government requires the reduction of institutions and redundant personnel, the reform of an unreasonable fiscal system, a clear delineation of the functions of government at all levels, and the improvement of the quality of township government cadres.
