今年来,我国的城市扶贫工作相对于农村扶贫有很大差距,由于农村扶贫有政策的主导,使农民充分享受到了国家政策的扶持实惠,也改变了农民的贫困状况。而城市扶贫的问题早已存在,只是近几年才认识到城市贫困人口问题会成为影响社会安定的一个主要问题。实施小额贷款扶贫,让城市生活水平低下的人口通过政策的帮扶,形成自我发展的、自我创新的主体。
