又一个新年来到了.一元复始,万象更新.新年前的十一月,党举行了十四届三中全会,通过了《中共中央关于建立社会主义市场经济体制若干问题的决定》,为到本世纪末我国的经济建设提出了基本框架、总体蓝图和主要原则,并把进一步改革科技体制列为重要内容之一.这是为新年提供的一份最好的福音和厚礼.《决定》的颁布预示着我国社会主义市场经济的发展将出现一个全面推进的新高峰,同时也给科技战线提出了更高更重的新任务.
