英国的中等教育结构一直比较混乱,长期以来虽实行证书制度,但证书种类五花八门,政府很难对中等教育质量做出客观的评价,影响政府对中等教育的管理,以致从60年代起英国中等教育的整体水平明显低于许多发达国家。为此,英国政府组织教育专家、学者研究对策,在广泛征求中学教师、企业雇主、地方教育行政官员的意见后,对中等教育评价体系进行了改革。它具有以下几个特点:
The structure of secondary education in the UK has always been relatively confusing.
