考察宪法,尤其是政治宪法学研究,必须把一国之内政与外部世界联系在一起予以考察研究,否则所谓宪法学研究就是片面的和空洞的。与此相关,世界主义也应该有一个宪法学的视野,或者说关于世界主义的叙事,如果缺乏一个立宪主义的国家构建的视角,也同样难以思考关于未来新世界主义的共和邦联问题。晚近以来的世界主义的历史叙事或国际关系学说,大多忽视这样一个基于立宪政体的规范主义视角,不是现实主义的,就是乌托邦主义的。从新世界主义的视角审视政治宪法学的政治观,由此分析政治宪法学视野中的政治宪法是如何借助于中国宪制与新世界主义的相互形塑而形成的,最终可以看出,中国政治宪法学的自由政治观是与新世界主义的未来政治观若合符节的。
When examining the constitution, especially the study of political constitutional law, the internal affairs of a country must be studied in conjunction with the external world. Otherwise, the so-called constitutional study is one-sided and empty. In connection with this, cosmopolitanism should also have a horizons of constitutionalism or narrative about cosmopolitanism. If the perspective of constructing a constitutional nation is lacking, it is equally hard to reflect on the issue of republican confederation on the future of neo-cosmopolitanism. Mostly the cosmopolitan historical narrative or international relations doctrine since recently ignored such a normative perspective based on the constitutional government and is neither realistic nor utopian. From the perspective of neo-cosmopolitanism, it examines the politics of political constitutionalism and analyzes how the political constitution in the visual field of political constitutional science was shaped by the mutual shaping of Chinese constitutional and neo-cosmopolitanism. Finally, it can be seen that Chinese politics The concept of liberal politics in constitutional law is in harmony with the neo-world outlook on politics in the future.
