在当前企业深化改革、转机建制的时候,相当一部分企业存在着令人难解的怪现象:一方面大批职工下岗待业;一方面却雇着许多民工,或顶岗生产,或维修服务。这到底是怎么回事?笔者经过调研,认为有以下几个原因:其一,使用民工顶岗是计划经济的产物,彼时职工无下岗、待岗之忧,凡是职工不愿干的、不爱干的、不屑于干的,宁可增加生产性开支,增加成本,也要雇用民工,以保证生产的正常进行。这一思维惯性至今还起作用。其二,认为使用民工经济上合算。民工实行计量包干工资,往往都是一
