针对国内频发的城市雨洪内涝灾害,通过国内外城市雨水管理模式的对比,阐述了我国推行城市雨水新型管理模式面临的主要问题和解决措施。要解决好缺水、洪涝灾害、环境、生态等一系列问题和矛盾,就需管理好城市雨水,创建并推行城市雨水新型管理模式;废弃“以排为主”的设计理念,确立“雨水是资源,综合利用在前、排放在后”的城市雨水新型管理指导思想。
