在党的社会主义建设总路线的光辉照耀下,中国革命已经进入了一个以技术革命和文化革命为中心的社会主义建设的新时期。在这个新的时期中,交通部门的光荣任务,就是要同铁道部门密切结合,在全国范围内建立一个以现代工具为主的四通八达的运输网。解放以来,全国交通事业在各级党委的领导下,已经取得了很大成绩,有了很大的发展;但是,一般说来,我国交通事业的技术状况,还是十分落后的。汽车、轮船、飞机数量很少,而且大部型式很旧;公路、航道和机场不足,技术设备很差;一般农村包括田间运输在内,约有百分之三十左右的劳动力,山区约有百分之六十左右的劳动力,被束缚在肩挑人背的运输方式中;在广大地区内,几千年前遗留下来的民间运输工具
