在全球气候变暖的大背景下,通过造林实现碳吸存已经成为新时代的必然选择。文章将自愿环境协议引入到造林补贴标准研究中,以实现碳吸存为目标,构建了造林补贴标准的测算框架;并以陕北造林为例进行实证模拟,得到考虑碳吸存效益的退耕还林补贴标准为:1~21年为2405元/hm2·年,22~34年为1294年/hm2·年,该标准高于陕北现行的造林补贴标准。讨论了该框架的适用条件及局限性,以期为实施的生态造林补贴标准的制定提供借鉴。
In the global context of global warming, carbon sequestration through afforestation has become an inevitable choice for the new era. In this paper, the voluntary environmental agreement was introduced into the study of subsidy standards for afforestation. The objective of this study was to establish a framework for calculating the subsidy standards for afforestation. The afforestation was conducted in northern Shaanxi as an example for empirical simulation. The standard of forest subsidy is: 2405 yuan / hm2 · year for 1-21 years and 1294 years / hm2 · year for 22-34 years, which is higher than the current afforestation subsidy standard in northern Shaanxi. The applicable conditions and limitations of the framework are discussed, with a view to providing reference for the implementation of the standard of ecological afforestation subsidy.
