建立金砖国家可再生能源政策数据库,剖析各国可再生能源政策中战略规划、财政支持、金融激励和调控监管等四类政策的差异。结果发现,金砖国家可再生能源战略规划类政策颁布水平相当;中国更为重视对可再生能源公共支持和税收减免政策的制定,印度侧重制定可再生能源贷款优惠政策;南非的可再生能源调控监管类政策比重显著高于其他金砖国家,巴西和印度更为重视电价政策和配额制政策的使用。
The BRICS renewable energy policy database is established to analyze the differences among the four types of policies in the national renewable energy policies such as strategic planning, financial support, financial incentives and regulatory control. The results show that BRICS countries have similar levels of promulgation of strategic planning policies for renewable energy; China places more emphasis on the public support for renewable energy and the formulation of tax relief policies; India focuses on the development of preferential policies for renewable energy loans; and South Africa’s regulation of renewable energy The proportion of regulatory policies is significantly higher than other BRIC countries, Brazil and India pay more attention to the policy of electricity tariffs and the use of quotas.
