“纪律,只有纪律才是强国之本,”从第一次采访郎教授至今,他始终不厌其烦地重复这句话。在郎教授眼中,法律作为公共意志和纪律的载体必须坚决强化和遵守。他也曾不止一次和笔者提及日本是亚洲最有纪律和最为法制化的国家,而且正是纪律和法制让日本经济始终站在亚洲最前列。虽然郎教授没有刻意号召国人学习日本,但当日本足球队以严整的姿态从北京夺走亚洲冠军奖杯时,笔者理解了为什么纪律与法制精神可以战胜没有二者支撑的民族情绪,或许郎教授也有这样的感慨吧!规范法制、强化全民纪律,确实是中国发展的根本,而且令人兴奋的是各级政府都不遗余力的倡导这一点。但是,当越来越多的法规高调出台,新宪法又明确保护私有财产的时候,我们也有这样的思考:是否有些方面剑走偏锋呢?于是,就法制和民营企业家保护等问题,笔者再次和香港中文大学郎咸平教授进行了深入探讨。
