中国建材集团坚持把公开透明作为加强企业领导人员职务消费管理的基本理念和核心要求,不断完善制度,强化落实措施,取得较好效果。一是广泛征求意见,确保职务消费管理制度制定过程公开透明。在制定集团公司和所属企业负责人职务消费管理暂行规定等制度时,始终坚持广泛征求相关部门及职工群众意见,反复论证修改,并经职工代表大会审议通过后才印发实施。通过公开制度制定过程,使职工群众充分了解制度所规定的职务消费内容、标准和审批流程,维护了职工群众的知情权,保证了职工群众实施监督有章可循。
China Building Materials Group adhere to the open and transparent as the basic concept and core requirements of strengthening the leadership consumption, and constantly improve the system, strengthen the implementation of measures to achieve better results. First, solicit opinions extensively to ensure that the process of setting up a management system for job consumption is open and transparent. In formulating the Interim Provisions on Job-Consumption Management of Heads of Group Companies and Affiliated Enterprises, the Company always solicited extensive opinions from relevant departments and workers and staff members, repeated demonstration and revision, and issued the implementation plan only after deliberation and approval by the workers’ congress. Through the open system-making process, the staff and workers can fully understand the content, standards and examination and approval procedures of job consumption as stipulated by the system, safeguard the workers’ right to know and ensure that the supervision of the workers and staff members follows the rules.
