虽然没有经济政策来主动吸引民资进入道路运输业,但是,温州民资的进入意愿十分强烈,四处探测、寻找着适当的机会。温州民营运输业在恶劣生态中进化并被认可,但这种先发的优势却掩饰不住野生的先天不足。面对国内外快速赁运、网络化运输及物流业的兴起和发展,他们也感受到了巨大的落差和压力。虽然准入政策上无公开限制,但实际进入条件则压抑颇多,“名义开放、实际限制”的现象恰如“玻璃门”般,看似敞开,进则碰壁。
