数月前我在一篇文章中,曾提出对大户型、高房价的住房收取高额累进税(既是高消费税, 又包括多占土地税)的建议。此次七部委《关于做好稳定住房价格工作的意见》,似乎并没有采纳我有所超前的建议。但其遏制投机性炒房和控制投资性购房、鼓励建设普通商品住房和经济适用住房、合理引导住房消费的措施,既符合国情,也符合国际经验。
A few months ago, in an article I made, I proposed the proposal of charging a large amount of progressive tax (both high consumption tax and extra land tax) on large-sized and high-priced houses. The opinions of the seven ministries and commissions on doing a good job in stabilizing housing prices do not seem to have adopted the suggestions I advanced. However, its measures to curb speculative property speculation and control investment-based housing purchases and to encourage the construction of ordinary commercial housing and affordable housing and to rationally guide housing consumption are not only in line with the national conditions but also with international experience.
