绵阳市的国有企业大多数是在计划经济时期,特别是三线建设时期国家投资兴办的。1996年以来,我们以实施优化资本结构和加速“两个转变”试点为契机,围绕从整体上搞活国有企业和建立社会主义市场经济体制的改革目标,在机制转换、结构调整、资产重组和社会保障等方面进行了大胆的探索和实践,取得了很好的成效。一、以劳动用工和分配制度改革为重点,切实转换经营机制一是打破政府统包统配、终身固定的劳动用工制度,建立起“政府宏观调控,市场机制决定,企业用工自主,多种形式并存”的市场化用工新机制。长虹公司是我市最早进行用工制度改革的企业。1993年以前,长虹公司90%是正式工,如今全公司3万多名员工只有6000人左右正式工,其余全是劳务工和劳务合同制工人。目前我市绝大多数企业已实现劳动用工的市场化。

Changhong Company is the earliest enterprise in our city to reform the employment system. Before 1993, 90% of Changhong was a regular worker. Nowadays, more than 30,000 employees of the entire company have only 6,000 employees. The rest are all workers and labor contract workers. At present, the vast majority of enterprises in our city have achieved marketization of labor and employment.
