In order to achieve the best combination of technology and economy, the Shuikoushan Mining Bureau No. 4 Plant abandoned the multi-faceted approach of the scientific and technological research project line in previous years and adopted a new mechanism for operation of selected topics, risk contracting, and effective distribution, which will restrict the development of the whole plant. The five major technical problems with efficiency increase were contracted to related technical personnel in the form of exposing and fulfilling the Technology Research Award on a monthly basis. The highest award amounted to 9,000 yuan, but the monthly assessment was not up to the standard.
