深入调查研究,积极建言献策是民主党派履行参政党职能的基础和重要环节,也是发挥民主党派作用的有效形式。近来,农工党扬州市委有4篇调研材料受到了市政府及有关方面的高度重视,并被《人民政协报》和《报刊文摘》刊登或转载。省委书记李源潮为“要重视和加强农村社会主义文化建设”的建议作了批示。针对目前一些劳模因下岗生活困难、因病致贫现象时有发生,住房问题突出等情况,农工党扬州市委呼吁,要更多地关爱生活困难的劳动模范,解决劳模的生活和就业问题,并提出要提高劳模政治待遇,让他们有时间和机会学习,以更好地适应现代社会的需要,建立劳模健康档案,筹集劳模基金,使困难劳模优先得到救助,政府要出台强制措施,保护劳模的切身利益。农工党扬州市委在调研中发现,目前企业的劳动安全还存在一些问题:部分企业经营者劳动保护意识淡化,在追求企业利润最大化的同时,往往忽视劳动安全工作;有的企业在新建项目中,往往削减劳动保护设施的投入,企业安全管理队伍素质偏低,特别是许多县、区的非公企业没有注册安全工程师;企业安全管理不到位,相当一部分职工缺乏自我保护意识。建议有关部门从法律、制度、组织管理、教育培训、技术设备等方面采取一系列综合措施,加强劳动安全保护工作,遏制事故频发势头。 In-depth investigations and studies, and actively offering advice and offering suggestions are the foundation and important links for the democratic parties in performing their functions of participating in the political parties. It is suggested that the relevant departments adopt a series of comprehensive measures from the aspects of laws, systems, organization and management, education and training, technical equipment and so on to step up work safety protection and curb the momentum of frequent accidents.
