2010年中央召开第五次西藏工作座谈会,确定了西藏今后一段时期各项事业的发展目标和方向。会议明确:继续保持中央对西藏特殊优惠政策的连续性和稳定性,进一步加大政策支持和资金投入力度;继续执行并完善“收人全留、补助递增、专项扶持”的财政政策,加大专项转移支付力度,对特殊民生问题实行特殊政策并加大支持。同时,中央还为西藏制定了未来十年的发展目标,即:到2020年,西藏农牧民人均纯收入接近全国
In 2010, the Central Government held the fifth symposium on Tibet work, setting the goal and direction for the development of various undertakings in Tibet for a period of time to come. The meeting made it clear that the Central Government will continue to maintain the continuity and stability of the special preferential policies for Tibet by the Central Government and further increase the policy support and capital investment. We will continue to implement and perfect the fiscal policy of “full retention of remuneration, incremental subsidies and special support” We will step up special transfer payments and implement special policies and support for special livelihood issues. In the meantime, the Central Government has set a development goal for Tibet in the next ten years. By 2020, the per capita net income of Tibet’s farmers and herdsmen will be close to the entire country
