收费权质押贷款已经广泛应用在很多行业,随着市场竞争的加剧与不良贷款的高企,商业银行开始重新思考收费权质押的风险成因以及应对措施。本文分析了商业银行开展收费权质押贷款的风险与难点并提出建议。20世纪90年代开始,在“贷款修路、收费还贷”的背景下,收费权作为新型质押物广泛应用于公路建设,并快速在学校、供水、排污和旅游等领域加以推广。已开办收费权质押贷款业务的行业,主要呈现其建设周期长、资产有较大的正外部性,建设期内又无有效的担保物和增信手段,未来的经营业绩主要取决于项目建成
Mortgage rights pledge loans have been widely used in many industries, with the intensifying market competition and high non-performing loans, commercial banks began to rethink the risk of pledging rights and the corresponding countermeasures. This article analyzes the risks and difficulties of commercial banks pledging loans and gives recommendations. Since the 1990s, as a new type of pledge, toll collection has been widely used in highway construction in the context of “loan repairing and loan repayment” and has been rapidly promoted in schools, water supply, sewerage and tourism. The industries that have started the pledge loan business with toll rights mainly exhibit long construction period, large positive externalities of assets, and no effective collateral and credit enhancement means during the construction period. The future business performance mainly depends on the completion of the project
