我国在政策执行中存在的主要问题是曲解政策、截留政策和上有政策下有对策。解决这些问题的主要对策在于：坚决贯彻原则性、灵活性、整体性原则；全面提高政策执行者的素质，特别是提高他们的政治素质。
The main problems that our country has in implementing policies are the distorted policies, the intercepted policies and the countermeasures under the existing policies. The main countermeasures to solve these problems lie in resolutely implementing the principle of principle, flexibility and integrity; and improving the quality of policy makers in an all-round manner, and in particular, improving their political quality.
