改革开放以来,我国的社会保险事业取得了长足的发展,已经建立起了以养老、医疗、失业、工伤和女工生育等五大保险为主要内容的社会保险制度。但目前这一制度还很不完善,仅限于城镇从业人员,约占我国从业人员65.6%的农村从业人员还没有真正纳入社会保障制度,没有一套为他们量身定做、适合农村实际的社会保险政策。尤其是已经从农业劳动转移到非农产业的乡镇企业职工、从农村转移到城镇的农民工以及因城镇化进程而被征地的失地农民,他们的生、老、病、死、伤残和失业没有任何保障。特别是农村家庭规模缩小后他们的养老问题如何解决,已成为确保社会稳定、国家长治久安的重要因素,必须认真加以解决。下面的讨论来自地方劳动保障部门的思考和建议。
