我局WP3型挖掘机是五十年代的设备,是一种只有正铲(直铲)工作装置的矿用挖掘机。工作性能和用途单一,不适应水电工程各个不同施工阶段的要求,利用率极低。据运行资料统计,自1976年至1982年的7年中,该机总共运行168台日,179.5个台班,1423个台时,平均日利用率只有7.8％,台班利用率仅2.8％,几乎长期停闲。由于当时机械管理制度不严,拆套挪用相当严重,弄得残缺不全,使这台原值78.9万元的大型设备几乎处于报废状态。
