目的总结深圳第26届世界大学生夏季运动会(以下简称深圳大运会)的突发公共卫生事件风险管理经验,为今后大型活动的疾病控制保障工作提供科学借鉴。方法采取专家咨询法进行突发公共卫生事件的风险识别,采用AS/NZS4360:1999风险分析矩阵法对识别出的风险事件进行风险评估。结果深圳大运会突发公共卫生事件风险评估共分为3大类20种,其中传染病疫情类11种,食源性疾病类4种,公共环境卫生导致的群体事件类5种。按风险等级分类,其中高风险事件13种,中风险事件7种。结论深圳大运会的疾病控制保障体系完善,实施的风险管理策略能有效减少突发公共卫生事件的发生,适合在大型活动的疾病控制保障工作中推广应用。
Objective To summarize the experience of risk management of public health emergencies in the 26th Summer Universiade in Shenzhen (hereinafter referred to as Shenzhen Universiade) for providing scientific reference for future disease control and safeguarding of large-scale activities. Methods The method of expert consultation was used to identify the risk of public health emergencies. Risk assessment of the identified risk events was conducted using AS / NZS 4360: 1999 risk analysis matrix method. Results The risk assessment of public health emergencies in Shenzhen Universiade was divided into three categories and 20 species, of which 11 were infectious diseases, 4 were foodborne diseases and 5 were group events caused by public environmental hygiene. Classified according to the risk level, of which 13 are high-risk events and 7 are middle-risk events. Conclusion The system of disease control and prevention in Shenzhen Universiade is perfected. The implementation of risk management strategies can effectively reduce the incidence of public health emergencies and is suitable for the promotion and application of disease control and assurance in large-scale activities.
