Social security for the disabled has made headway in both academic studies and institution building as the survival and development of disabled persons has gained increasing attention from the govement and society.However,a close examination reveals an evident shortcoming in the academic community,in that more emphasis is put on problems and solutions while basic theories are usually neglected.Particularly,institution building of social security for the disabled,e.g.,security system reconstruction,model options,and solutions for specific areas of social security,has been given more attention,but theoretical problems underlying the systems have been less frequently studied.In this paper,the author opines that the road to realizing and protecting the interests of the disabled is to understand social security for the disabled from the perspective of RIGHTS,and to put emphasis on the right to social security for the disabled.
