中国近代基层政治由传统的乡族自治向现代民主宪政意义上的地方自治转型,肇始于清末,历民国而不辍。南京国民政府基层政治转型是中国近代基层政治转型历时最长,成效相对最彰的时期,对中国基层政治转型进行了摸索性的实践。基于研究特别是法学视角研究的薄弱,本文旨在对南京国民政府基层政治转型的研究进行综述,以期引起学术界特别是法学界的关注,深化对南京国民政府乃至中国近代基层政治转型的认识,为现代基层民主政治建设提供历史参照和学术智慧。
The transformation of local self-government at the grass-roots level in modern China from traditional ethnic autonomy to modern democracy and constitutionalism began in the late Qing Dynasty and ended in the Ming and Guomindang countries. The political transformation at the grass-roots level of the Nanjing National Government was the most prolonged and most successful phase of the political transformation at the grass-roots level in modern China, and a groping trial was carried out on the political transformation at the grass-roots level in China. Based on the weakness of research, especially from the perspective of jurisprudence, this article aims to review the research on the transformation of the grassroots political power of the Nanjing National Government so as to arouse the attention of academics, especially the legal community, and deepen the understanding of the political transformation of the Nanjing National Government and even the modern Chinese grassroots. Provide historical reference and academic wisdom for the construction of modern grassroots democracy.
