邓小平的法治思想，包含着对法治工具价值与目标价值的认识。江泽民继承、丰富、发展了邓小平的法治思想：在工具价值层面，拓展了运用法治的空间，深化了法治的作用；在目标价值层面，提出了建设社会主义法治国家的目标，并将法治的工具价值与目标价值直接统一于社会主义建设的理论与实践中。要实现法治的工具价值与目标价值直接的统一，在我国现阶段，需要解决立法、执法、司法、守法等领域存在的问题，求得这些方面的协调发展。
Deng Xiaoping’s idea of the rule of law contains the understanding of the value of the rule of law tools and the value of the target. Jiang Zemin inherited, enriched and developed Deng Xiaoping’s idea of the rule of law: at the tool value level, expanding the space for using the rule of law and deepening the role of the rule of law; at the goal value level, he proposed the goal of building a socialist country governed by the rule of law, The value and target value are directly integrated with the theory and practice of socialist construction. In order to realize the direct unification of the value of the tools of the rule of law and the goal value, at the present stage of our country, we need to solve the problems existing in the fields of legislation, law enforcement, judicature and law-abiding, and seek the coordinated development in these fields.
