1 交通部于2003年发布第1号部令,公布《中华人民共和国国际海运条例实施细则》,自2003年3月1日起施行。 2 1月起,交通部会同国家发展和改革委员会、国家工商行政管理总局依法组成调查组,对国际班轮公司在中国港口收取码头作业费(THC)展开调查。这是《国际海运条例》实施以来的第一次调查,对维护国际海运市场秩序,保护船货双方当事人的合法权益,起到了重要作用。
1 The Ministry of Communications issued No. 1 Decree in 2003, promulgating the “Regulations for the Implementation of the International Maritime Regulations of the People’s Republic of China”, which came into force on March 1, 2003. 2 Starting from January, the Ministry of Communications, together with the National Development and Reform Commission and the State Administration for Industry and Commerce, formed an investigation team according to law to investigate the issue of international liner shipping companies collecting terminal operating costs (THC) at Chinese ports. This is the first survey since the implementation of the “International Maritime Shipping Regulations” and has played an important role in safeguarding the order of the international shipping market and protecting the legitimate rights and interests of both parties to the cargo.
