俄罗斯拥有丰富的石油资源,石油产业一直是俄罗斯的支柱产业,其经济增长与国际石油价格波动密切相关。但是单一的产业结构和出口结构也使俄罗斯经济对石油产业的依赖性过重,2014年以来的国际油价大幅下跌对俄罗斯的对外贸易、工业、农业等造成了巨大的影响。俄罗斯应该加快国内经济结构的调整,减少对石油产业的依赖;通过技术改进与创新增加石油出口产品的附加值,获取更多的国际贸易利益;建立和完善法律法规,加强监管,遏制官僚腐败和寻租活动,为经济的健康发展营造良好的国内环境。
Russia is rich in oil resources. The oil industry has always been a pillar industry in Russia. Its economic growth is closely linked with fluctuations in international oil prices. However, the single industrial structure and export structure have also made Russia’s economy dependent on the oil industry too much. The drastic drop in international oil prices since 2014 has had a huge impact on Russia’s foreign trade, industry and agriculture. Russia should speed up the adjustment of its domestic economic structure and reduce its dependence on the oil industry; increase the added value of petroleum export products through technological improvements and innovations and obtain more benefits of international trade; establish and improve laws and regulations, strengthen supervision and curb bureaucratic corruption and Rent-seeking activities for the healthy economic development to create a good domestic environment.
