铁路运输是我国的基础产业,在国民经济中发挥着支柱性作用。随着铁路企业体制改革的不断深化和日趋激烈的人才竞争,传统的包办式福利制度已无法满足职工需求,也不利于铁路企业的生产经营。为了吸引、激励人才,采用弹性化福利是种不错的方法。尽管弹性福利在大型国有企业的具体实施仍有许多有待探讨之处,但其能较好克服传统福利体系的不足、增强福利的有效性和创造企业和职工双赢局面的前景,不失为铁路企业福利体制改革可以考虑的一个发展方向。
Railway transportation is a basic industry in our country and plays a pillar role in the national economy. With the continuous deepening of the reform of the railway enterprise system and the increasingly fierce competition for talent, the traditional package-style welfare system has been unable to meet the needs of workers and does not benefit the production and operation of railway enterprises. In order to attract and motivate people, it is a good idea to adopt flexible welfare. Although there are still many issues to be discussed about the implementation of flexible welfare in large state-owned enterprises, it can better overcome the shortcomings of the traditional welfare system, enhance the effectiveness of welfare and create a win-win situation for enterprises and staff. A direction of development that reform can be considered.
