我国非金属矿行业在经历了较长时期发展后,依旧面临着传统工业原辅材料中低端产品产能严重过剩、新兴产业功能性矿物材料开发慢等诸多问题和挑战,转型升级任务艰巨且势在必行。国务院办公厅《关于促进建材工业稳增长调结构增效益的指导意见》(国办发[2016]34号)以及有关扶持政策的出台,重申支持非金属矿物功能材料的发展,为我国非金属矿工业发展明确了方向。为有效引领非金属矿行业切实转变思维方式和发展模式,中国建筑材料联合会会同中国非金属矿工业协会,在研究分析非金属矿行业现状、发展定位、方向目标以及梳理供给侧结构性改革的重点以及工作举措和支撑点的基础上,向全行业发布《推进非金属矿行业供给侧结构性改革打赢“两个攻坚战”的指导意见》,以切实促进非金属矿行业结构调整和转型升级,整体提升非金属矿行业发展水平。现全文刊发如下。
