军队编制体制调整改革以来,笔者发现军分区、人武部机关在指导民兵预备役工作中存在着一些问题,直接影响了民兵和预备役工作的发展。笔者认为工作中应把握好以下几个环节: 一、把握好工作的节奏性。一是要增强决策的科学性。一项重大工作、一个规划实施前,必须进行充分的论证,一旦确定下来,没有特殊情况,不要随意改变。二是要适时掌握工作频率。下达任务安排工作,既要考虑人的主观能动性,又要考虑基层的承受能力和客观因素。三是要突出工作重点。工作任务越
