1995年,卫生部下发了《全国卫生防疫站评审管理办法》,这是发展卫生防疫事业的长期战略,也是 对卫生防疫机构更好地适应社会主义市场经济发展的重要举措。通过卫生防疫站评审,对卫生防疫站的规范化、制度化、标准化和科学化管理,提高卫生防疫站综合服务能力和科学技术水平有现实和潜在的重要意义。但是在贫困地区却普遍存在这样或那样的认识:一是由于长期受经济条件的影响,多数人认为标准太高,对评审望尘莫及,存在“等待、观望”思想。二是有的人因某一条款达不到,而悲观失望。三是有的人认为上级领导尚未把卫生防疫站评审列入议事日程纳入目标管理,职能部门何必着急;四是有的认为待经济好转条件成熟再搞。这些认识的存在阻碍着卫生防疫站评审工作的展开,甚至条件较好的卫生防疫站也不敢越“雷池”一步。笔者根据省外开展防疫站评审经验,结合本地实际情况,认为必须做好以下几方面工作。

Through the review of the health and epidemic prevention stations, it is of practical and potential significance to standardize, institutionalize, standardize, and scientifically manage the sanitation and epidemic prevention stations, and improve the comprehensive service capabilities and scientific and technological level of the sanitation and epidemic prevention stations. However, in the impoverished areas, there is widespread recognition of one or the other: First, due to the long-term economic conditions, most people think that the standards are too high and they are far behind the reviewers. There is the idea of “waiting and watching”. Second, some people are pessimistic and disappointed because certain terms cannot be met. Third, some people think that leaders at higher levels have not put the assessment of sanitation and epidemic prevention stations on the agenda and included in the target management, and the functional departments are in a hurry. Fourth, some think that they should wait until the conditions for economic recovery improve. The existence of these understandings has hindered the evaluation of health and epidemic prevention stations. Even better sanitation and anti-epidemic stations do not dare to go further. According to the experience of the epidemic prevention station outside the province, the author believes that the following aspects of the work must be done in the light of local conditions.
