基本农田是耕地的精华,是粮食生产的核心产能。划定永久基本农田是保障国家粮食安全,落实最严格的耕地保护制度和节约集约用地制度,推动农村发展和农业现代化建设的基本要求。笔者结合在基层永久基本农田划定工作实际,总结永久基本农田划定工作中面临的若干问题,提出对策和思考,为永久基本农田划定和全面保护提供技术支撑和政策参考。
Basic farmland is the essence of cultivated land and is the core production capacity of grain production. Demarcation of permanent basic farmland is the basic requirement for ensuring national food security, implementing the most stringent farmland protection system and saving land for intensive use and promoting rural development and agricultural modernization. Based on the actual work of demarcating permanent basic farmland at the grass-roots level, the author summarizes some problems faced in the process of demarcation of permanent basic farmland, puts forward countermeasures and reflections, and provides technical support and policy reference for the demarcation and comprehensive protection of permanent basic farmland.
