社会保障体系是经济社会协调发展和建设和谐社会的必然要求,而社会保险是社会保障体系的重要组成部分。占城市劳动者三分之二的农民工是我国制度变迁与社会转型期间所出现的特殊群体,他们作为城市中的一个边缘弱势群体,一直被排除在城市社会保障体系之外,同时也游离于农村社会保障体系之外。随着我国城市化进程的加快,将农民工纳入社会保障体系已成为必然选择,并且确立农民工之社会保障主体地位的必然性清晰可见。
The social security system is an inevitable requirement for the coordinated development of economy and society and building a harmonious society. Social insurance is an important part of the social security system. Two-thirds of urban laborer migrant workers are special groups that have emerged during the institutional change and social transition in our country. As a marginal vulnerable group in cities, they have been excluded from the urban social security system and are also free from Outside the rural social security system. With the acceleration of urbanization in our country, it has become an inevitable choice to include migrant workers in the social security system. The inevitability of establishing the predominant position of migrant workers as social security is clearly visible.
