以吉林省白城市2002~2007年洪水资源利用实践为研究背景和实例,基于熵值权向量和多目标多级模糊优选理论,构建了洪水资源利用综合效益评价的多层次半结构性指标体系及动态连续评价模型.以2002年为对比基准年,采用了2种权重进行综合评价,分析评价结果可知洪水资源利用量和其产生的效益、综合评价值和对比增量之间存在着密切的正相关关系.在连续评价的6年中,2003年综合效益最优,其产生的效益评价增量为82.8%,最差的为2004年,其增量为18.2%.不仅对每年洪水资源利用效益进行了综合评价和等级确定,而且对6年进行了连续评价和前后增量对比,实现了评价的延续性和准确性.分析认为,洪水资源利用的经济、生态环境效益突出,社会效益也十分显著,加大利用量可以提高综合效益,并会对该区域的可持续发展起到积极的推动作用,同时动态连续评价的实现为进一步开发利用洪水资源提供了坚实的理论基础和技术支撑.
