立法是一种实践活动,必须以一定的理念作为指导。立法理念直接影响着立法活动和具体法律制度的设计,立法理念发生变化,立法活动也必然会发生变化。本文旨在通过通过对美国、日本等国家消防立法先进经验和做法的介绍为完善我国消防立法理念提供参考和借鉴,并提出我国目前消防立法理念存在的问题以及改变策略。
