尖山水库位于信阳市平桥区邢集镇高堰村的柳河上,是一座始建于60年代中期的小型Ⅰ类水库,70年代初扩建为中型水库。水库自1969年建成投入使用至今,虽经多次改善加固维修,终因工程质量差、标准低而隐患叠出。1997年5月8日,水库汛前检查时,发现大坝0+300～0+371坝段坝后坡渗水。2000年11月3日,管理人员在0+389～0+402之间的坝后坡脚处相继发现1 1处管涌点,引起主管局及水利厅高度重视。为确保尖山水库的安全,决定开闸放水降低库水位,并安排查明渗漏原因。 Jianshan Reservoir is located in Liuhe, a village of Gaoyan, Xingji Town, Pingqiao District, Xinyang City. It is a small Class I reservoir built in the mid-1960s and was expanded into a medium-sized reservoir in the early 1970s. Since its completion in 1969, the reservoir has been put into use so far. Although it has been repeatedly improved and repaired, it will eventually be hidden due to poor quality and low standards. On May 8, 1997, when the reservoir was inspected before the flood season, water seepage was found at the slope behind the dam 0 + 300-0 + 371 dam. On November 3, 2000, eleven pipe bursts were successively spotted at the foot of the dam between 0 + 389 and 0 + 402 by management personnel, causing great concern to the Office and the Department of Water Resources. In order to ensure the safety of Jianshan Reservoir, it was decided to release the water to lower the reservoir water level and arrange to find out the cause of leakage.
