汽车社会的和谐发展,需要从顶层设计到管理秩序重建,从产业健康发展到合理消费引导,从城市管理到城镇化发展的全面综合规划。这之间,各相关部委和基层政府部门如何协同运作、行业机构应该发挥怎样的职责,国民教育有需要怎样的补课,都需要通盘重新考虑规划。为解决上述问题,促进汽车社会和谐发展,提出建议如下:1、中央政府在制定与汽车有关的政策时应该以汽车社会为出发点,建议政府注重汽车产业政策与汽车社会政策的兼容性,以实现兼顾产业发展与社会公共利益的平衡。2、中央政府出台新的产业政策,在顶层制度方面明确今后10~20年我国汽车产业发展方向和汽车社会建设的方向。3、坚持扩大内需战略,在鼓励汽车消费的同时更加主要引导节约使用,并加强汽车节能管理制度的建设,切实降低燃油消耗量。4、将交通战略和运输规划纳入城市规划中,实现城市发展与城市交通的协调发展。5、建议健全交通安全政策法规,规范交通参与者的行为;培育健康的汽车文化,实现人、车、社会的协调发展。
